California Sports Betting Vote Still on Hold
20 October 2026
Efforts to legalize mobile sports betting in California are at a standstill, despite a compromise proposal aimed at appeasing tribal concerns. The bill, which would allow online wagering through a state-licensed system while preserving tribal gaming exclusivity, remains stalled after facing resistance from key lawmakers.
The proposed framework is a significant departure from the broad-based online wagering legalization proposed in 2022. Proposition 27 would have permitted licensed tribes and some gaming companies, which had to partner with a tribe, to offer online sports betting to Californians 21 and older, excluding tribal lands. The new compromise closely tracks the state's successful iGaming model and imposes a 12 percent operator tax.
Tribal gaming interests, which wield substantial influence over the issue, favor a mobile sports betting framework that respects tribal exclusivity and allows opportunities for tribes to enter the online space. The prior failed framework, Proposition 27, ultimately failed in the 2022 election, with 89 percent of voters casting ballots against it.
The 2022 election results highlighted the deep skepticism among voters regarding online gambling and their desire to safeguard consumer protection and sports. The November 2022 vote saw the defeat of Proposition 27, a measure designed to legalize online sports betting and mobile games in California.
Despite the failure of Proposition 27, some optimism remains for future attempts to get legalized sports betting in the state. Recent reports suggest that a potential renewed push for sports betting legislation may be feasible in the event of further legislative compromise. Analysts have projected that a future nationwide attempt to legalize sports betting, should it occur, would come no earlier than 2028.
However, the controversial aspects of sports betting remain as the industry faces regulatory scrutiny across the country. California has maintained its stance, with legal gambling and fantasy sports being restricted under state law, and fans continue to seek options in nearby states like Nevada.
While a timeline for the next legislative push is unclear, industry observers remain vigilant. The potential for sports betting legalization in California remains a hot topic, with major implications for both tribal gaming interests and regulated gambling operators alike. Continuing to monitor regulatory developments in the state and nationwide will be crucial in this evolving landscape.
